Oide yo Mahou Shoujo Mura (Fuhou Senkyo)

When I initially heard of this and saw the promotional picture for it, I thought the show could be interesting.
The premise of a bunch of anarchist magical girls occupying part of the city sounded like a great setup. But was I wrong about that.

Now that I've watched it, not only am I disappointed, but I also question myself: "What did I just watch?" It's supposed to be a short, absurd "comedy/gag" anime. The part about it being short is very fitting, since one episode is only one minute, of which 15 seconds in total are intro and outro. The gag part, however, isn't really ... there. On the other hand, the plot being absurd is true as well, but not in a good way. In fact, it's the biggest contributor to the "What did I just watch?"
It boils down to this: an older salaryman gets pressured to transform into a magical girl by his boss (he did commit a crime?), can't transform back, and lives with other magical girls in a homeless encampment. And something about humanity controlling magical girls through a girl (which the magical girls killed?). It just doesn't make sense.
The gag part as well—the gags are either unfunny visual gags (such as eating ramen real fast) or comedy necrophilia. For example, the salaryman can't transform back and wants to commit suicide, but he can't because he's a magical girl and those are immortal. They try to have this sort of joke where they say something really dark and then quickly change tone, but it doesn't work. There are other jokes, which are either lost in translation or were never funny to begin with.
The animation doesn't help either; they try to change between chibi and serious style, but A, the serious style doesn't look very good; B, it always goes for that dark/depressing/dread vibe, which isn't always appropriate; and C, they overuse it and apply it blanket-wise and not just at strategic moments.
