It feels like it's supposed to be some kind of device that has saved Kowloon from a specific time frame and emulates it, but maybe the data got corrupted which made Kujirai B to be erased. Maybe that's the killing part he is referring to? The biggest confusing factor is that some people don't see the Kowloon, since it's supposed to be currently in a destroyed state, yet some outside people live in it. Such an interesting setting.
